Some considerations on the evaluation of the quality of the journals

Abstract
Attempting to define the quality itself is not possible, requires always express themselves in relation to something. Quality cannot, nor should depend on individual assessments is necessary for attributes that characterize it are previously determined and agreed to by persons or agencies aware of the processes and, of course, be clearly expressed in General rules or parameters.
