Undergraduate nursing education in Cuba: capacity building for research in health policies and systems

Abstract
Introduction: The development of research on health policies and systems in undergraduate nursing education requires the definition of capacities at three levels of action.
Objective: To describe the individual, institutional, and national capacities to be developed for conducting research on health policies and systems in undergraduate nursing education.
Methodology: A descriptive study was conducted to gather the opinions of 40 nursing professionals regarding individual, institutional, and national capacities for developing research in health policies and systems. A three-section instrument was used to collect data. Results are presented
as absolute frequencies and percentages.
Results: A total of 21 capacities were approved: 9 individual, 8 institutional, and 4 national. Individual capacities included understanding the teaching and application of models relating research to policy. Institutional capacities included creating opportunities for professional development on health policy and systems and establishing links with health institutions. National capacities included allocating resources and creating working networks.
Conclusions: The proposed capabilities contribute to the sustainability of research development in health policies and systems, starting at the undergraduate level at all three levels required for this type of study. They are applicable in other education institutions and useful for strengthening the
link between education and health services.
