The high rates of maternal and infant morbidity and mortality in Latin America due to reducible causes and involved in perinatal care indicate the need to improve the obstetric-neonatal care provided by nurses and obstetrics, an essential component of the multidisciplinary health team in order to extend coverage and improve the use of existing resources in order to provide risk-free care during the birth process.
The Ten-Year Health Plan for the Americas establishes guidelines and priorities for the extension of coverage and the rational use of resources in order to provide health care to the vulnerable population.
An important aspect of such attention is the existence of norms that guide the actions of health personnel, specifying their responsibility and defining their functions in the fulfillment of the objectives and proposed goals for maternal and child health services.
